The European Commission has published a call for evidence and public consultation on its proposal for the introduction of a common corporate tax system in the EU. The consultation is open for responses until 5 January 2023. This initiative aims to introduce a common set of rules for EU groups operating cross-border to calculate their taxable base, together with agreement on a method for The European Commission's Action Plan to fundamentally reform corporate taxation in the EU and tackle tax avoidance, secure sustainable revenues and strengthen the Single Market for businesses includes a strategy to re-launch the Common Consolidated Corporate Tax Base (CCCTB), and a framework to ensure effective taxation where profits are generated. The Common Consolidated Corporate Tax Base (CCCTB) is a single set of rules that companies operating within the European Union (EU) could use to calculate their taxable profits. This would mean that a company would only have to comply with one EU system for computing its taxable income instead of dealing with up to 27 different sets of rules. The CCCTB is presented as an overarching initiative which could be an extremely effective tool for meeting the objectives of fai rer and more efficient taxation. Furthermore, the re-launched proposal for a CCCTB would include rules to address some of the key Actions of the OECD initiative on Base Erosion and Profit Shifting (BEPS). Key messages A common EU consolidated corporate tax base (CCCTB), has the potential, by improving the functioning of the single market and making it easier and cheaper for cross-border companies to expand, to promote investment and jobs. A CCCTB would also eliminate transfer pricing within the EU and reduce the risk of double taxation.
